You should check what version of Blue Tooth the TV can work with and what version of Blue Tooth your trying to connect to.
The TV will not use Wi-Fi to connect to Blue Tooth Devices.
However, are you certain that is a Blue Tooth Enabled TV? I looked at the product specs on various web sites and the instruction manual I got from insigniaproducts.com and there is no mention of Blue Tooth.

I do know it can use bluetooth because there's a section in settings that's supposed to let me add bluetooth devices called: Controllers & Bluetooth Devices. Beyond that there's a section in there that lists amazon fire remotes, below that: Game Controllers (which I did succeed in pairing my Playstation 4 wired controller via usb port) and finally Other Bluetooth Devices.

Welcome to the forum, and thanks for connecting with us! I hope you're enjoying your new Insignia Fire TV so far. What kind of device(s) are you trying to connect with your TV? Have you followed @bobberuchi's advice of comparing the version of Bluetooth your TV is running against what version your device(s) are?

I had the same issue with my brand new 50" Insignia Fire TV that I purchased on 12/9/18. Here is what worked for me. In Settings go to Display & Sounds. Select Sound Settings and scroll all the way down to TV Speakers. Turn the TV Speakers off. Go to Controllers & Bluetooth Devices. It should let you pair your headphones now. Once you pair the headphones you should be all set. You don't need to go back to the TV Speakers section, the TV will turn on the TV Speakers after you turn the headset off and turn them off once you turn the bluetooth headphones back on. Good luck1
