Unable to purchase - ATT upgrade and add a line

For nearly two weeks, I have been attempting to upgrade my phone. I have been to the ATT store, Best Buy store, tried Best Buy online, called customer service for ATT, and called customer service for Best Buy. The issue was reported to technical support in the Best Buy store but has not been resolved. ATT says there is no issue with the account on their end. I even tried to purchase a different phone with no luck.
