Not receiving sale price when trying to buy Verizon Apple Watch

So I'm looking to buy an Apple Watch 4 with cellular on Verizon. The sale offers a monthly payment on my bill of $19.12/mo. Instead of $22.04

When I add it to my cart and go through the process of adding it to my account, it keeps coming back from Verizon's system with a message as being "After connecting with Verizon, we see that your monthly amount will be $22.04/mo, instead of $19.12/mo."

When I continue on, the monthly total at the buy screen is $22.04 not the $19.12 sale price. I cannot get it to register the sale price. I have tried on my phone, ipad and computer.

This seems to only happen with the watches as I went through the initial process for buying an on sale ipad via the Verizon system and it honored the sale price just fine.

Please let me know what I need to do to get the proper sale price on the watch.
