I don't know what happen.i bought it for about one week ago, since i bought it, i have never charge my ipad with laptop and i've just carried the charger. it works well when another device(not apple's one) is charged up.
but when i use itunes with connecting to laptop, it works well
just charging! it's hard for me to carry with every charger.....is it just my laptop's problem or all of my laptop model's problem?

iPads require more amperage than a typical USB port puts out to charge.
Normal USB ports supply .5 A
iPads charge best on a 2.1A (or at least over 1 A) connection.
Most computers won't charge an iPad because of this. Apple supplies a power brick for charging and also there are other accessories to charge it like a U-Socket for at home or even car chargers which supply 2.1 A output.

Whenever possible if your laptop has a USB3 port use that. The default color is usually a red USB. The other option is to completely power off the iPad when plugged into a usb port.
